1/25/18 - Effective immediately, individuals seeking a utility assistance grant for electric bills through the Low Income Home Energy Assistance Program (LIHEAP) will only be able to receive help once during the 2018 calendar year (1/1/18 - 12/31/18).
1/25/18 - The Outreach department will begin scheduling appointments for utility assistance on January 26th at 8am. Citizens can call 1-844-769-6448 or click the red "Schedule An Appointment" button on the top of this page. The General Emergency Assistance Program will start assessing households for emergency financial assistance starting at 8am Tuesday, January 30th for Charleston residents and Thursday, February 1st for Berkeley and Dorchester residents.
1/10/18 - The SC HELP program officially ended on November 30, 2017. Individuals who are on file in the system as having started an application prior to that date can still receive assistance if they submit all required documents before the program ends on February 1, 2018. 8/31/17 - Former Palmetto CAP program participant and CEO of The Saving Shannie Foundation, Deanna Miller Berry, was named the recipient of the 2017 Sargent Shriver Achievement Award at the National Community Action Partnership Convention in front of more than 1,200 anti-poverty advocates from across the country. Congratulations Ms. Berry! We're so proud of all you've accomplished! *Check out the video of Ms. Berry receiving her award and be inspired!*
6/20/17 - Palmetto CAP hosted the 2nd annual Calling All Colors youth diversity conference at Mother Emanuel AME Church. 100 youth volunteered to learn through collaborative art projects how to embrace diversity, combat bullying and manage grief. Special thanks to Art Mends Hearts, the MUSC Empowerment Center, Hate Won't Win, Buist Academy, Marion Square Baptist Church, Canon Street YMCA, the College of Charleston Office of Institutional Diversity and others for partnering with us to make this event a success! 4/21/17 - Palmetto CAP recently won the following awards from the SC Office of Economic Opportunity:
- Fiscal Management Award
- Weatherization Program of the Year
- LIHEAP Achievement Award
The Fiscal Management award serves to identify the Community Action Agency that consistently demonstrates effective fiscal management and accountability.
The Weatherization Program of the Year award serves to identify the agency that consistently demonstrates program commitment through their initiative, made a significant impact the word improving the management capability in service delivery with the Department of Energy's Weatherization Assistance Program.
The LIHEAP Achievement award recognizes the agency that demonstrates a high level of performance through community outreach, affecting significant improvements in the implementation of the LIHEAP mission (to assist households with low incomes and meeting their immediate home energy needs).
The awards were presented during the 2017 SC Community Action Partnership and SC Head Start State Association Spring Statewide Training Conference.
We are thrilled to know that our commitment to excellence has been recognized at the highest levels and we are dedicated to continuing to serve our program participants with the utmost integrity.

2/14/17 - Palmetto CAP has a new workshop called Managing the Maze: a Primer On Accessing Community Services. In this workshop, private citizens who may not have experience in human services will learn how to access community resources for economically disadvantaged families.

7/4/16 - Palmetto CAP's Employment and Education Department is now scheduling appointments for school supply and school uniform assistance.
6/25/16 - Due to circumstances beyond our control, our Lower Dorchester-Jedburg-Summerville satellite office has closed. Dorchester County residents in both the upper and lower ends of the county are now asked to select the Upper Dorchester-St. George location when scheduling appointments online or over the phone. All scheduled appointments will be held at our St. George location located at 201 Johnston street, St George, South Carolina 29477 (inside the DSS office) Monday-Thursday weekly. Community roll-out events will also be held with site partners in underserved communities throughout the rest of the year to eliminate transportation barriers. Thank you for your cooperation during this transition.
6/4/16 - Palmetto CAP has partnered with Mother Emanuel AME to host Calling All Colors: a Celebration of Multi-Culturalism on Thursday, June 23rd. This event is a one-day camp for young people ages 10-14 to learn racial reconciliation through arts.
5/18/16 - Summer Youth Works! 2016 has closed its application period for high school juniors and seniors and current college students, however, 9th and 10th graders can still apply for the Job Shadowing program until Friday, May 20th. The Job Shadowing program provides similar experiences to the Summer Youth Works! program, but is geared to younger participants. View the Summer Youth Works Flier to learn more! Palmetto Community Action Partnership is hosting a FREE sign-up event for individuals who are uninsured or who need to change the health coverage they have through the Affordable Care Act (a.k.a “ObamaCare”). Certified ACA agents will help attendees use the Federal Marketplace (healthcare.gov) to apply for coverage, discounts and subsidies before the deadline. The average sign-up time is only 10 minutes! Many citizens will be eligible for free or deeply discounted monthly premiums. Join us January 30th at the John L. Dart Library from 10:30am-1:30pm to register. 1/14/16 - Palmetto Community Action Partnership is pleased to announce an improved way to access financial aid through the General Emergency Assistance Program! This program helps income-eligible applicants with rent, medical needs, recovery from natural disasters, eyeglasses and temporary shelter in an effort to help them maintain financial independence. Citizens will now be able to schedule a convenient time for GEAP case managers to conduct a thorough screening for program eligibility using our website or toll-free hotline. This replaces the previous method of call-in dates that often resulted in long wait times.
To schedule a pre-screening call ONLINE, please visit the Schedule An Appointment page. To schedule a pre-screening call OVER THE PHONE, please call 1-844-769-6448. Charleston residents are asked to call on Tuesdays to check for available screening times. Dorchester and Berkeley residents are asked to call on Thursdays. Income-eligible residents of Berkeley and Charleston Counties who need financial assistance are asked to schedule an appointment by calling 1-844-769-6448 or visiting the Schedule An Appointment page.
11/4/15 - Palmetto CAP's General Emergency Assistance Program has funding to help citizens in need of rent, medication food or other types of financial assistance. Income-eligible residents of Berkeley, Charleston and Dorchester counties who need financial assistance as a result of the flood have until Monday, November 9th to schedule an appointment to apply for assistance. After Monday, any remaining funds will be available to all citizens meeting program eligibility guidelines regardless of whether they were impacted by the flood. To schedule an appointment to apply for emergency financial assistance, please call 843-724-6760 ext. 229.
